The Homeland Security Grant includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. This grant provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation.

Fiscal Year 2023 SHSP/UASI Risk Methodology Updates
Due to the evolving threats that we face in the United States, the Fiscal Year (FY) 2023 State Homeland Security Program (SHSP)/Urban Area Security Initiative (UASI) risk methodology has been updated.
FEMA - Congressional Report on the Domestic Violence Extremism National Priority Area
FEMA is publishing a public report, Combatting Domestic Violent Extremism FY 2021 and FY 2022, Preparedness Grant Programs, at the direction of Congress. This report details the use of FY 2021 and FY 2022 State Homeland Security Program and Urban Area Security Initiative, part of the Homeland Security Grant Program, grant funds to address the Combating Domestic Violent Extremism National Priority Area. Nearly $178 million has been awarded so far for that purpose between the two programs for those fiscal years.
Individual Grant Programs
Together, these three grant programs comprise the Homeland Security Grant Program and fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration across all core capabilities and mission areas.
State Homeland Security Program (SHSP)
This program provides funding to support the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets.
Urban Area Security Initiative (UASI)
This program provides funding to enhance regional preparedness and capabilities in designated high-threat, high-density areas.
Operation Stonegarden (OPSG)
This program provides funding to enhance cooperation and coordination among state, local, tribal, territorial, and federal law enforcement agencies to jointly enhance security along the United States land and water borders.
