Public Drafts of Meeting Items – The FCC is publicly releasing the draft text of each item expected to be considered at this Open Commission Meeting with the exception of items involving specific, enforcement-related matters including restricted proceedings and hearing designation orders.   • Improving Access to Video Conferencing Services
    The Commission considered a Second Report and Order and Further Notice of Proposed Rulemaking to ensure that people with disabilities can fully participate in video conferencing, including by the use of telecommunications relay services (TRS). (CG Docket Nos. 23-161, 10-213, 03-123)
  • Bolstering Protections Against Robocalls and Texts*
    The Commission will consider a Report and Order that would bolster current FCC rules on blocking and robocall mitigation in key areas, including by expanding requirements to block calls based on reasonable do-not-originate lists and by creating new financial penalties for carriers who fail to protect consumers from illegal calls. (CG Docket Nos. 17-59, 21-402)
  • Freeing Up Spectrum to Support Satellite Broadband Service
    The Commission considered a Report and Order that will provide 1300 megahertz of spectrum in the 17 GHz band for non-geostationary satellite orbit (NGSO) space stations in the fixed-satellite service (FSS) while also protecting incumbent operations. The Order provides a more cohesive global framework for FSS operators and maximizes the efficient use of the 17 GHz band spectrum. (IB Docket No. 22-273)
  • Improving Digital FM Radio Service** 
    The Commission considered a Report and Order to streamline the process of allowing digital transmissions at different power levels on the upper and lower digital sidebands. This change to our rules will help stations to improve digital FM signal coverage while minimizing the risk of harmful interference to other stations. (MB Docket No. 22-405)
  • Fines for Illegal Election Interference, Deepfake Robocalls
    The Commission adopted a Forfeiture Order, fining political consultant Steve Kramer $6 million for illegal robocalls made using deepfake, AI-generated voice cloning technology and caller ID spoofing to spread election misinformation to potential New Hampshire voters prior to the state’s January primary presidential election.
  • Pirate Radio Fine
    The Commission adopted a Forfeiture Order imposed a $358,665 penalty against Cameron Brown for pirate radio broadcasting in Miami-Dade County, Florida.
  • Pirate Radio Fine
    The Commission adopted a Forfeiture Order imposed a $120,000 penalty against Abdias Datis, a/k/a DJ AJ 305, for operating an unauthorized radio station on 91.7 MHz in Miami, Florida
  • Pirate Radio Fine
    The Commission adopted a Forfeiture Order imposed a a $358,665 fine against Brindley Marshall for operating an unauthorized radio station on 97.7 MHz in Miami, Florida.
  • Pirate Radio Proposed Fine
    The Commission adopted a Notice of Apparent Liability which proposed a $920,000 forfeiture against Masner Beauplan for operating an unauthorized radio station, known as “Radio Leve Kanpe” on 91.7 MHz in Irvington, New Jersey, and Maplewood, New Jersey
  • Pirate Radio Proposed Fine
    The Commission adopted a Notice of Apparent Liability which proposed a $40,000 fine against Raul Alcantara for operating an unauthorized radio station, known as “Sabor FM” on 88.9 MHz in the Bronx, New York.
  • Pirate Radio Proposed Fine
    The Commission adopted a Notice of Apparent Liability which proposed a $40,000 fine against Wilner Baptiste for operating an unauthorized radio station, known as “M-One Radio Live” or “M-One Live Radio” on 94.1 MHz in Spring Valley, New York.
