UK Government Licensing Framework

The UK Government Licensing Framework (UKGLF) provides a policy and legal overview of the arrangements for licensing the use and re-use of public sector information, both in central government and the wider public sector. It sets out best practice, standardises the licensing principles for government information, mandates the Open Government Licence (OGL) as the default licence for Crown bodies and recommends OGL for other public sector bodies.

The UKGLF and OGL form part of the Government’s drive to open up access to publicly held information and data, promoting transparency and enabling wider economic and social gain. The UKGLF and the OGL support the Government's open government and open data policies, and the Re-use of Public Sector Information Regulations 2015.

Public sector information (PSI) is information produced by central and local government or any other public body. The OGL is the default licence for PSI produced by Crown bodies, and recommended for other public sector bodies.

Open Government Licence

The Open Government Licence (OGL) is a simple set of terms and conditions that facilitates the re-use of a wide range of public sector information free of charge.

Crown copyright

Crown copyright is defined under section 163 of the Copyright, Designs and Patents Act 1988 as works made by officers or servants of the Crown in the course of their duties. The Keeper, who is also the Chief Executive Officer of The National Archives, manages Crown copyright and Crown database right under Letters Patent.
