TEP-0147: Tekton Artifacts phase 1

This TEP proposes to split the work required to support Tekton Artifacts
into multiple phases. In this phase, we define the Artifatct provenance data
structure and how the Step surfaces that information to the TaskRun
Status and to the provenance payload via Tekton Chains.
