ICU-22954 disable TestCharString on Cygwin #3318

Disabled TestCharString.
Then TestCharStrAppendNumber crashed, so disabled that too.

As the problem (whatever it might be) isn't in these tests, it just happens to manifest there, this shouldn't be merged.

While it remains a mystery why icu4c-windows-cygwin-gcc failed, it now works just fine since commit 6f93c07 and there's no need to disable any tests.
