When 'Lock frame size' was checked from a previous session, it isn't respected when starting mGBA again.

Steps to reproduce:

  1. Check 'Lock frame size'
  2. Close mGBA
  3. Open mGBA
  4. Verify 'Lock frame size' is checked (from previous session)
  5. Go into fullscreen. Maximum integer scaling will be applied.

Change 'Frame size' or hit 'Lock frame size' twice to get proper behavior.

Can reproduce on Windows 11. (Audio/Video > Frame Size > Lock frame size is new to 0.11.0 dev builds).
