I noticed this on version 1.31.2, but it's an issue on master too.
If you use procstat plugin with two [[inputs.procstat.filter]] of the "new" filter sections, the bug prevents the cpu percentage stat from being calculated as it depends on the last values read (telegraf calculates the cpu percentage based on the cpu time changed and the clock time changed since the last read - i haven't verified the cpu calculation formula itself).
