It's not clear if a profile is "complete" or not. The Onboarding circle could decide what "complete" means to them (eg. being linked to a local group, postcode filled, etc).

On the rebel update form, adding a checkbox to say "This profile is complete".

Additional context

• If the profile is not complete, then the row for this rebel in the rebels table would have a orange background.
• It should be possible to filter incomplete profiles using the search box (eg. is:incomplete).
• Default value: true
• Turn it to false for all rebels without a local group
