Implement review and build pipelines to automate the software delivery process for the GitOps system repository. This includes setting up stages for code review, security analysis, building, and publishing artifacts.

Acceptance Criteria
Review and Build pipelines are configured and operational.
Pipelines include stages as outlined in the proposal: Linting, SAST, Unit Tests, Build, Docker Build Verify, Review Feedback, Compile & Tests, SCA, Build & Publish, Docker Image Building, Git Tagging, Terraform Support.
Integration with Tekton, SonarQube, and Helm is established.
Documentation is updated to reflect new pipeline processes.
