GEOS support for the Rust language

UPDATE (7th March, 2016): Dropped this for about a year - Rust was still unstable, and also I had a new-born baby. I still have a (not-so-newborn) baby, but rust seems to have settled down a bit. Will be working on this again over the coming weeks/months, working toward a stable first release.
