Lots of times references will be to previous acts, and not their direct location in the USCode.

Utilizing the output from https://github.com/Congress-Dev/table-3-parser we should be able to implement a way to better handle these citations.

Create schema for storing the output in the DB
- Versioning
- Indexes for text searching
Translate "act citations" to "usc citations"

Need to add this new logic to the parsing section to make it useful.
