I used the same iCloud for years and previous phones were connected but I cannot find the photos that were on those phones in my iCloud. Also photos have been getting deleted from my photo storage that I haven’t deleted.

No. Not with out a backup. So, take this as a learning experience, knowing to always create a backup of your files, every-so-often.

Troubleshooting Lost Photos:
Five Things to Try:
A. Start here: If you're Missing Photos or Videos in the Photos app - Apple Support
B. Check "Recently Deleted":
For iOS16 and later, you can tap "Recently Deleted", and see if they are shown there.
C. Check iCloud, Directly:
For Photos: Go here, and see if they reside in iCloud: https://www.icloud.com/photos
D. Restore your iPhone from a Backup:
Have any backups of this iPhone prior to this occurrence? If so, restore your iPhone from one that has these photos (the most recent backup, ideally). If not, then take this as a learning experience, knowing to always back up your device for recovery purposes. Important: Back up you iPhone prior to performing this restoration, should anything go wrong from here on out.

iCloud Photos Going Away:
If all of iCloud is used up, older ones will be overwritten. So, see about downloading iCloud, and then searching for them all.
Downloading All of iCloud:
If you wanted to, you could download all of iCloud, and then trash what is in there. When trashed, it would be empty, and you will start it anew. Perform my User Tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip. All would be saved, and would then be removed —photos and all. You would then use Finder to browse all of iCloud.
