Account recovery 2 step verification

Trying to do account recovery for a friend he has no access to his only Apple product which is his I phone 14 that was ran over which also means no access to the phone number! We have waited 14 days on this to be resolved and have yet to receive any help or calls from Apple! He has apple care plus but cannot pay it because he cannot use his phone to access chime to unlock his card ! This is awful and he needs help immediately please! He also has insurance throu the phone carrier but cannot proceed without turning off find my which also ha imagine that had to have access to his account to do so.. seriously frustrating and hope you can help!

Remember that the people responding on the forums do not work for Apple. We are Apple products users like yourself. There is nothing we can actually do other than advise you about things to try yourself.
