Base pay range

$105,000.00/yr - $120,000.00/yr

Job Summary:

Under the general direction of the Executive Board, assume responsibility for the day-to-day management, leadership and oversight of the CEA. Ensure operations, finance, initiatives, projects and all other Alliance functions are operating according to CEA by-laws, annual goals and industry standards. Coordinate with CEA Working Group leads and ensure Working Groups are on track, working toward their objectives, and CEA goals and in-line with CEA Initiatives. Working Group oversight will address work on technical activities, education, outreach and fundraising. Effectively build relationships with existing and potential members and affiliated organizations. In collaboration with the Executive Board, define and manage key Alliance Initiatives. Ensure member needs are addressed, and work with members to promote and grow the Alliance and its goals. Support and manage CEA staff and contractors.

Essential Responsibilities:


30% Operations Management

  • Lead all operations of the CEA, including the overall budget management for unrestricted and restricted fund sources.
  • Serve as the primary point-of-contact with initiative partners, members and others.
  • Coordinate CEA events including monthly member events, both virtual and in-person; conferences, convenings, workshops; and other events as needed.
  • Coordinate with and support CEA Working Group leads to ensure group activities align with CEA goals and are efficiently achieving their objectives.
  • Provide leadership and management to CEA staff and contractors; ensure their activities are focused and effective.
  • Facilitate regular strategic planning sessions to align on key priorities and address emerging challenges.

20% Strategic Planning

  • Determine primary objectives and implement a strategy to achieve primary objectives.
  • Maintain oversight on all CEA initiatives, ensuring programmatic compliance and efficient execution of tasks. Review monthly and annual progress reports, budget summaries, etc.
  • Communicate with supporting stakeholders and other organizations to ensure that CEA goals are advanced and program value is maximized.
  • Manage interactions with Executive Board, CEA members, staff and others participating or inquiring about CEA initiatives, projects and events.
  • In collaboration with the Executive Board, recruit, hire, and manage CEA staff and contractors to fill strategic needs.

30% Fundraising

  • Identify and develop grant proposals to support specific initiatives and enable growth to expand CEA capabilities and effectiveness.
  • Work with funding sponsors to identify CEA initiatives and areas aligned with sponsor goals so that funding is applied appropriately.
  • Develop fundraising goals and support annual membership drive including membership renewals and addition of new members.

20% Grants, Programs and Research

  • Manage and serve as primary point-of-contact for grant and research contracts.
  • Identify and develop education opportunities to engage stakeholders.
  • Coordinate technical work products from subcontractors and develop the project track for recommendations for improvement in codes, standards, and policy.


Qualifications and Skills

  • Knowledge of relevant federal, state, and local laws, policies, and regulations
  • Degree in a relevant field or equivalent experience
  • Experience with strategic and business planning including financial management, budgeting and accounting
  • Proven leader in the field with experience building consensus among diverse stakeholders
  • Strong communication and decision-making skills
  • A minimum of 1 year of experience working with California Legislature/State Agencies/Governor's Office on Policy Development/Advocacy.
