The Philadelphia Department of Public Health (PDPH), through its Public Health Preparedness Program (PHP) within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT-PHP is responsible for establishing local public health preparedness priorities; developing and testing response plans; coordinating with local, state, and federal partners; and managing the public health response to real events. The Training Coordinator will be responsible for developing and managing BT-PHP’s training program.

The Training Coordinator will work in collaboration with BT-PHP and Division of Disease Control staff to ensure implementation of a robust training program to meet the needs of the Program and Division. This position will work closely with the Workforce Manager and other staff to ensure that the program is prepared to respond to public health emergencies.

This position is Monday through Friday, 8:30 a.m. to 5:00 p.m., with occasional work after hours and on weekends to support Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding.

This is not remote work. The applicant will work from the Health Department offices or other locations as assigned. This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires responding to public health emergencies on short notice and some after-hours activities to achieve Program objectives.

All City and City-embedded employees are expected to work on-site or in the office five days/week as of July 15th, 2024.

Responsibilities:

  • Manage the Public Health Preparedness Program’s training program
  • Conduct a needs assessment to identify emergency preparedness related training needs in the Program and the Division
  • Develop a training plan and curriculum based on these needs
  • Implement, evaluate, and modify the training plan and curriculum
  • Develop trainings for different audiences on key topics in both virtual and in-person formats
  • Manage training records, reports, and quality assurance
  • Lead train-the-trainer sessions for PDPH staff
  • Maintain a current awareness of the latest developments in emergency preparedness and public health disasters
  • Develop trainings and related materials to support emergency responses
  • Rapidly create just-in-time training materials, such as job actions sheets, training scripts and videos, to prepare staff for their roles in emergency responses
  • Partner with internal stakeholders and work with external experts to assess instructional design of trainings
  • Research non-traditional training methods, such as gamification, and consider implementation
  • Identify opportunities for professional development in the Program and Division and plan appropriate trainings
  • Identify external subject matter experts and coordinate training events
  • Develop trainings and related materials to support exercises and drills
  • Develop onboarding trainings for new BT-PHP staff
  • Update and maintain Program Handbook in collaboration with Workforce Manager
  • Support volunteer training events
  • Assist the Program Manager and Workforce Manager with the execution of program deliverables and completion of required documentation in compliance with the Public Health Emergency Preparedness Cooperative Agreement, including:
  • Multi-year Training and Exercise Plan
  • Annual Training and Exercise Workshop
  • Exercise development, including planning, coordinating, and facilitating Homeland Security Exercise and Evaluation Program (HSEEP) exercises and associated trainings
  • Collaborate with or assist other BT-PHP team members with priority projects
  • Participate in Public Health Preparedness program activities including trainings, exercises, and real public health response activities
  • Other duties as assigned.


Skills:.

  • Working knowledge of Microsoft Office applications.
  • Strong written and verbal communication skills.
  • Detail-oriented with excellent organizational skills.
  • Ability to communicate effectively and work with various teams.
  • Flexibility, professionalism, and the ability to manage multiple projects simultaneously are highly valued attributes.
  • A valid driver’s license is required.
  • Bilingual fluency preferred


Experience:

  • Knowledge of instructional design theory and implementation, learning management systems, and web delivery tools.
  • Familiarity with traditional and modern training methods and techniques


Education Requirement:

  • Bachelor’s degree in education, human resources, training, or related field with five or more years of relevant professional experience as a training coordinator or comparable position.


Salary:

Salary is commensurate with experience and qualifications. This position comes with a comprehensive benefits package consisting of medical and dental coverage, paid sick, vacation, and personal time. Salary Range: $54,000 - $58,000.
