Job Overview

This project involves modernizing a state Medicaid Management Information System through a phased approach, focusing on modularity and interoperability. The primary requirement is to provide centralized test management services through a TCOE to coordinate testing efforts across multiple projects within the state Medicaid program. The TCOE is in a testing oversight role on the project. The TCOE defines how the testing organization engages and delivers testing services across multiple projects to the larger enterprise. It ensures standardized testing practices, supports program decision-making with comprehensive data, and monitors and coordinates testing efforts executed by module contractors.

Responsibilities

  • Develop and implement comprehensive test strategies, plans, and cases for the Provider Management Module
  • Lead the testing team in executing test plans, tracking progress, and ensuring adherence to deadlines
  • Coordinate with project managers, developers, and other stakeholders to understand requirements and design effective testing solutions
  • Conduct functional, regression, integration, and performance testing to identify and document defects
  • Analyze test results, identify trends, and provide insights to improve product quality
  • Maintain detailed documentation of test cases, test results, and defect reports
  • Mentor and guide junior testers, providing training and support as needed
  • Ensure compliance with industry standards and best practices in software testing
  • Work closely with the Testing Center of Excellence (TCOE) to ensure standardized testing practices and oversight across the state Medicaid program
  • Collaborate with other project teams to ensure modularity and interoperability within the Medicaid Management Information System
  • Monitor, support, and coordinate testing efforts executed by module contractors across multiple projects within the state Medicaid program
  • Report testing progress, risks, and issues to program administrators to support decision-making

Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, or a related field
  • 5+ years of experience as a Test Lead or Senior Test Analyst in Medicaid projects
  • Strong understanding of Medicaid Provider Management systems and processes
  • Proficiency in test management tools (e.g., JIRA, HP ALM, TestRail)
  • Experience with automated testing tools (e.g., Selenium, QTP, LoadRunner)
  • Excellent analytical, problem-solving, and communication skills
  • Ability to work independently and as part of a team in a fast-paced environment
  • Strong attention to detail and a commitment to delivering high-quality work

Preferred Qualifications

  • Certifications such as ISTQB Certified Tester, CSTE, or similar
  • Experience with Agile/Scrum methodologies
  • Knowledge of healthcare regulations and standards, including HIPAA
  • Broader experience across multiple Medicaid areas beyond Provider Management
  • Experience with performance and security testing
