As the nation’s central bank, one of the Federal Reserve’s responsibilities is to provide services to the U.S Department of the Treasury (Treasury). In our work as fiscal agent for the Treasury, we support their mission for financial integrity and operational efficiency in the federal government through exceptional accounting, financing, collections, payments, and shared services.

As the Chief Operating Officer (COO) for the Bank’s largest division -- Treasury Services – you’ll provide leadership, management oversight, and support to the entire Division while reporting to the Senior Vice President/Treasury Director. You’ll manage the Treasury Services Division operations team, which includes communications, change management, strategic planning, and budget, and you’ll partner with System colleagues at the Treasury Relations and Support Office and our U.S. Treasury Fiscal partners.

More specifically, the Minneapolis Fed provides services to the Treasury related to its retail products, such as savings bonds. The COO role will be responsible for a broad range of activities across the division.

Responsibilities:

  • Directly responsible for all facets of budget preparation including forecasting, both internally and with Treasury, and including the complexities of the Treasury’s annual budget Fiscal Agent Planning process.
  • Accountable for processes related to Division salary administration and administration of variable pay and recognition funds.
  • Oversee communications and facilitating organizational change management.
  • Represent the Bank and assume leadership positions at the Federal Reserve System level, including contributing to key System initiatives and working effectively and collaboratively with senior System decision makers; considers actions within the System that are relevant to the Bank and the division, and works with division leaders and staff to develop plans accordingly.
  • Understand both the Bank’s and Fiscal Service missions and strategic initiatives and develop consistent and aligned division- and individual-level goals, strategies, and tactics.
  • Ensure annual setting and quarterly reporting of the Division’s strategic objectives.
  • Oversee the Division’s DE&I program, including the Engagement Action Committee, which is a staff-led inclusion group.
  • Identify opportunities for improvements and collaboration and create efficiencies across the Division.
  • Coordinate and manage division reporting and metrics.
  • Facilitate annual succession planning and promote a high- performing culture through the development and retention of staff.
  • Support other division initiatives such as facilitating division-wide meetings and new employee Treasury orientation.
  • Contribute or oversee project management support for multiple initiatives.
  • Develop working relationships with division leadership and other stakeholders across the Bank and System.
  • Promote career development and talent management initiatives and empower staff at all levels to reach their full potential.
  • Work cross-functionally to improve quality and service.
  • Ensure compliance with all applicable Division, Bank, and System policies, standards, service and quality measures, procedures, and controls to ensure the highest level of public confidence and operational integrity. Maintain confidentiality and handle sensitive information.
  • Participate in recruiting, hiring, and training resources.

Qualifications:

  • Bachelor’s degree in related field, or an equivalent combination or education and experience. Graduate degree in related field preferred.
  • Ten or more years of related experience including eight or more years of demonstrated management experience.
  • Strong operational and financial experience.
  • Strong experience in developing and maintaining relationships preferably experience in a multi-organizational structure & the ability to exercise influential leadership.
  • Change management experience preferred.
  • Visionary leader with strong personal and professional credibility, and personal integrity.
  • Demonstrated performance in developing and implementing complex strategic plans and budgeting.
  • Proven track record of addressing substantial challenges and successfully driving meaningful change through collaboration and a matrix management.
  • Ability to motivate, develop and lead a diverse team through collaboration and consensus to reinforce a culture of service, accountability, and innovation.
  • Excellent communication skills (written and oral), as well as effective presentation and persuasion capabilities, and management presence that elicits confidence and credibility.
  • Excellent problem-solving skills and judgment when deciding which issues to resolve directly and which require escalation.
  • Resourceful, flexible, and open to new ways of thinking, with the ability to inspire a shared vision and drive change.
  • Demonstrated strategic and critical thinker with the analytical skills necessary to evaluate, organize, and direct complex development projects and programs.
  • Ability to identify key strategic issues affecting areas of responsibility and demonstrate an understanding of their implications.
  • An essential function of this position is working onsite. While this position qualifies for a hybrid working arrangement, it is required to be onsite at least 4 days a week.
  • Must be a U.S. citizen.
