Job Description

The Return Utah program i s similar to an internship designed for adults looking to re-enter the workforce after an extended absence. These opportunities are structured as return-to-work positions that provide the experience, training, skills, and mentoring an individual need to return to the workforce.

Return Utah is a 16-week program for people who have taken a career break for at least one years or more for reasons such as starting or raising a family, caring for a family member, chronic illness, enhanced education, other personal/career related needs, etc. Those serving, separated, or retired from military service and their spouses and/or partners are not required to meet the two-year requirement. A career break of any length makes them eligible to participate in the program.

This is a full-time, intent-to-hire Return Utah opportunity. Upon completion of the program, based on performance, participants may receive an offer of employment.

To Be Eligible For This Return-to-work Opportunity, Candidates Must

  • Be on a career break of one or more years at time of application unless currently serving, recently separated, retired from military service, or supporting a military spouse/partner.
  • Have prior professional experience in functional area of interest.

The Utah State Tax Commission is currently looking to fill a Business Analyst position in the Taxpayer System Support group.

The Business Analyst Will Typically Perform The Following Activities

User Support – Internal and External Customers

  • Provide Daily support to Taxpayer Access Point (TAP) users on the phone, in person or by electronic means
  • Assist the User in resolving their issue. Examples include, answering FAQ's, resetting passwords, providing instruction and technical assistance.
  • Assisting TAP Users with troubleshooting .txt (fixed-length) files and importing/uploading templates
  • Respond to TAP User email inquiries
  • Assist TAP Users with business registration

System and acceptance testing

  • Manipulate data to meet requirements of test scripts
  • Execute test scripts, analyze, and document the test results.
  • Work with developers to resolve errors and complete regression testing.

System Support

  • Research TAP errors and issues determining cause and scope of the problem. Identify impact of system changes and recommend solutions for system issues.
  • Document and confirm TAP system problems either reported by Users or identified in testing.
  • Work with programmers and business experts to determine appropriate action.
  • Analyze TAP system functionality and interview Users to define business requirements for program changes.

TAP Training

  • Create User system training presentations using Excel, Word, Power point or other training tools.
  • Provide instructions, handouts, and demonstrations and follow up training for Divisions, Sections, groups and individuals.

Project Team Member

  • Actively participate on project teams from definition to completion.
  • Communicate and document testing results.

Remote

  • This position may be eligible for remote work (within Utah).
  • Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.

Preference Given To Applicants With

  • Computer experience troubleshooting different browsers, connectivity, pop-ups, printing, etc.
  • Customer Service experience with TAP.
  • Experience testing in Gentax and TAP.

  • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in Tier I Public Employees System.
  • Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
  • Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
  • Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in Tier I Public Employees System.
  • Paid Time Off:
  • Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).
  • Annual leave increases with years of service.
  • There are also 12 paid holidays.

Qualifications

  • Good grammar/writing and verbal communication skills
  • Technical knowledge of and troubleshooting browsers (e.g. certificates, pdf viewers, cache/cookies/history)
  • Familiar with tax filing software (e.g. QuickBooks, ADP, TurboTax (Intuit))
  • Knowledge of HP/Mac commands, Cell phones/tablets and Microsoft controls

Working Conditions

  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.

Physical Requirements

  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.

Other Requirements

  • Personal tax filings and vehicle registrations must be current and complete.
  • A conditional offer of employment will be made pending a satisfactory completion of a background investigation.
