About the Charles B. Rangel International Affairs Program: The Rangel Program is a U.S. State Department program administered by Howard University that seeks to attract and prepare outstanding young people for careers as diplomats in the Foreign Service of the U.S. Department of State. The Program seeks individuals interested in helping to shape a freer, more secure and prosperous world through formulating, representing, and implementing U.S. foreign policy. The Program encourages the application of members of minority groups historically underrepresented in the Foreign Service, women, and those with financial need.

Nature And Scope
Internal contacts are with a wide variety of administrators, financial personnel, faculty, staff and students. External contacts include the U.S. Department of State; university faculty and staff that advise students and alumni across the country; fellowship participants and applicants; stakeholders such as the Association of Black American Ambassadors, selection panel members, and the Rangel and Rangel Fellow Alumni Association, State Department Diplomats in Residence; and program alumni and supporters.
Principal Accountabilities
- Provide overall direction of the Rangel Foreign Affairs Fellowship Program, to include management, coordination with grantor, training and monitoring of participants, outreach and selections, and compliance with grant provisions.
- Developing and implementing recruitment strategies that achieve State Department goals of diversity in gender, race, ethnicity, geography and socioeconomics.
- Administering a process for selecting fellows that meets State Department requirements and is fair, efficient, and focused on achieving desired outcomes.
- Ensuring effective training of the fellows through planning and administering an orientation, professional development activities, preparations for their State Department assessments, and oversight of their graduate programs.
- Monitoring and evaluating fellows’ experiences with the program, including overseeing their grades and academic status, evaluating program elements, and counseling fellows on issues such as State Department clearances, graduate school, and internships.
- Preparing analyses and reports to gauge the program’s success in achieving its goals; submitting required reports for the cooperative agreement to the U.S. Department of State.
- Overseeing the program budget and expenditures and addressing any financial issues.
- Maintaining productive relationships with key program stakeholders, including the Department of State, universities, fellows, alumni, prospective applicants, and other groups identified above.
- Leads and shapes team environment consisting of a Deputy Director, two Program Managers, a Congressional Manager, a Senior Finance Manager, and three Program Coordinators.
- Demonstrated administrative competence in international/foreign affairs, program management, and/or fellowship administration.
- Excellent written and oral communication skills.
- Ability to prepare outreach and recruiting strategies and to build nationwide networks of advisors who work with potential applicants.
- Knowledge of evaluation techniques and statistical analysis of results.
- Effectiveness in preparing reports to demonstrate progress in achieving goals.
Extensive experience (at least 12 years) in program management, international affairs, or fellowship administration. The person should have a master’s degree. Preference will be given to individuals who have experience in outreach to diverse communities, knowledge of the State Department Foreign Service, fellowship management, engagement with institutes of higher education, or work with college- and graduate school- level experience.
Compliance Salary Range Disclosure
Expected Pay Range: $113,636 - $125,000
