Job Description

The Texas Health and Human Services Commission (HHSC) Medicaid/CHIP Services (MCS) department seeks a highly qualified candidate with excellent project management, process improvement, and interpersonal skills to fill the position of Project Manager III for Managed Care Utilization Review Operations Team (MCUR Operations). MCS is driven by its mission to deliver quality, cost-effective Medicaid services to Texans.

The Project Manager III is a mid-level position that reports to the Senior Project Manager in the Managed Care Utilization Review Operations Team (MCUR Operations). The Project Manager III performs complex project management work and other tasks related to implementing legislative and leadership-directed initiatives. Work involves coordinating the initiation and planning of projects, overseeing the execution of the work to complete project objectives, monitoring the progress & schedule of projects, and communicating with stakeholders, management, and other relevant parties. The Project Manager III is responsible for engaging key stakeholders, managing expectations, and maintaining positive relationships with staff, other agency staff, and internal and external stakeholders. Must be able to work under general supervision, with moderate latitude for the use of initiative and independent judgment, and complete other duties as assigned.

Essential Job Functions

(35%) Performs project management tasks involving defining project charters, timeline schedules, scopes, implementation plans, and documentation, including risk mitigation using accepted project management methodologies. Coordinate with staff to identify and problem-solve project challenges or barriers and monitor processes to achieve project goals within the project time frame. Facilitate change requests when necessary to ensure that project requirements can be met. Establish and maintain relationships with relevant stakeholders, providing day-to-day contact on project status and changes through project management tools such as Smartsheet.

(20%) Work with Utilization Review Operations Team and Senior Project Manager to develop SOPs, determine project methodology and evaluation, and assess process improvement and project management needs. Work with Senior Project Manager to help define, measure, analyze, and improve processes using established techniques. Identify potential project risks/difficulties and designs strategies to mitigate or fix them. Develop process maps, outlines, and other documentation to support process improvement. Collaborate with stakeholders to develop mitigation and response plans to manage project risks and issues.

(20%) Schedule and lead meetings to report outcomes and/or risks to the appropriate stakeholders and escalate issues, as necessary, according to established policies and procedures. Communicate and report project scope, objectives, major decisions, milestones, and risks/issues to agency leadership and project team members. Compile and distribute project information, project status, and progress reports. Prepares high-quality written reports, updates, summaries, policies, procedures, and other documents as assigned. Facilitate and participate in project-related meetings with agency staff, across agencies, and with external stakeholders, as needed. Develop and maintain complete meeting documentation. Attend conferences and training as required to maintain proficiency.

(20%) Participate in meetings for strategic planning, project planning, defining goal setting, resource allocation, and product development. Assist Senior Project Manager and Utilization Review Operations Manager in new and/or ongoing projects regarding policies, processes, and SOPs.

(5%) Performs other duties as assigned.

Knowledge Skills Abilities

Experience and knowledge in Medicaid, managed care, health and human services, and healthcare.

Experience and knowledge of project management best practices including PMBOK methodologies, tools, and techniques.

Knowledge and experience managing process improvement projects impacting multiple business areas and operations.

Knowledge and experience managing positive relationships with key stakeholders.

Knowledge of principles and methodologies of change management.

Knowledge of Word, Excel, PowerPoint, MS Projects (or equivalent software), and Outlook.

Skill in leading and collaborating with individuals and teams to reach shared goals and objectives.

Skills in coordinating the implementation of complex processes with multiple teams.

Strong written communication skills in documenting and reporting process improvement.

None.

Initial Selection Criteria

A bachelor's degree in Healthcare Administration, Project Management, Operations, Business Management, or a related field. Work experience may be substituted for education on a year-for-year basis with a maximum substitution of four (4) years. Applicant must have at least two (2) years of project management and process improvement experience and demonstrate the ability to lead project teams. Applicant must be proficient in Microsoft applications including Microsoft Project (or related software)

Preferred

  • Six Sigma Green Belt Certification or higher
  • Scrum Certification
  • Certified Associate in Project Management (CAPM) certification or Project Management Professional (PMP) certification
  • 3+ years of experience in advanced group facilitation and experience with Kaizen is a plus
  • Experience using Smartsheet project management software and SharePoint
  • Work experience in Medicaid, managed care, healthcare, non-profit, public service, or government.
