This position will serve as the Technical Specialist/Expert SME for AASHTOWare Project's Civil Rights and Labor (AWP CRL) and Data Analytics modules. The role involves defining system specifications to transition from existing paper-based processes and legacy applications to a modern web-based solution. The Technical Specialist will have a strong general knowledge of application development and architecture principles and will act as an expert on AWP modules/products.
Responsibilities
Define system specifications for AWP CRL and Data Analytics modules.
Document NCDOT use cases for electronic certified payroll, Disadvantaged Business Enterprise (DBE) goals and reporting, and Data Analytics module.
Develop Use Cases, Test Cases, Test Scripts, and perform UX modifications using XML and reporting using SQL in an Agile/DevOps environment.
Govern the quality of e-CP and other AWP features, ensuring adherence to AWP implementation Best Practices and Standards.
Provide support for the product post-launch and design integrations with other legacy NCDOT applications (SAP/SharePoint, etc.).
Meet with NCDOT leaders to gather intelligence, demonstrate system capabilities, and provide support.
Work with analysts to break down designs into milestones and work items, manage communications, and track status.
Coordinate test validation and rollout for functional components, ensuring comprehensive customer training and support materials.
Requirements
3+ Years of Experience with AASHTOWare Project (AWP) software, especially Civil Rights & Labor and Data Analytics modules
3+ Years of General knowledge of FHWA Disadvantaged Business Enterprise (DBE) Federal Reporting
3+ Years of General knowledge of Transportation construction, bidding/letting, certified payroll, & Disadvantaged Business Enterprise (DBE) reports
3+ Years of General knowledge of certified payroll processes in a construction contractor or sub-contractor context
3+ Years of General knowledge of software development methodology, enterprise systems, and industry or professional standards
3+ Years of Experience with writing technical documentation
3+ Years of Excellent written and verbal communications - easily understands and is easily understood by others in highly collaborative, fast-paced teams
3+ Years of Experience with using SQL for querying databases, analyzing data and exporting/reporting out results
3+ Years of Experience using XML, especially in the context of modifying application user interfaces and editing exported system files
3+ Years of Experience with supporting product changes/change management
3+ Years of Experience with identifying, documenting, troubleshooting, validating, and resolving customer and system issues
3+ Years of Experience reviewing/analyzing software technical specifications and identifying relevant support information
3+ Years of Experience with designing application test suites, especially using Azure DevOps
3+ Years of Experience with collaborative prototyping & demo for new solutions
3+ Years of Experience with process engineering, and creating supporting visualizations
