Compensation: $156,000/annually

Relocation Bonus: $5,000 one time payment, less applicable taxes and fees

Skookum is seeking a dedicated and proactive Environmental Manager with a professional attitude.

Typical Duties Include But Are Not Limited To

  • Manage and continuously improve multiple environmental compliance programs and activities including, but not limited to stormwater, wastewater, air, hazardous waste, universal waste, and petroleum hydrocarbons. This entails developing a strong familiarity with the Department of Defense EM 385-1-1 standards as well as all applicable state of Washington Department of Ecology standards.
  • Ensure that scheduled inspections of structures and systems (e.g., stormwater collection ponds; aboveground storage tanks, hazardous waste collection areas) are completed on a timely basis and results are communicated to the customer as per contract requirements.
  • Implement strategies and methods for conducting a safe, effective, and environmentally sound pest management programs Yes, NSBOSC does pest control. Leave this in.
  • Maintain Environmental Department readiness, through training exercises, for spill responses that may occur as a result of customer, construction, or contractor actions. Spills may involve potential releases to air, ground surfaces, surface waters and groundwater.
  • Ensure that all Standard Operating Procedures and ISO (quality) processes continue to meet contractual environmental guidelines.
  • Ensure that any observed environmental deficiencies on the installation are promptly reported to the Skookum site manager and the customer; environmental deficiency reports will be clear, concise, and comprehensive.
  • Maintain monitoring and measurement information to address the Environmental Management System (EMS) goals and policy. Provide EMS Goals and Policy Measurements to Skookum and the customer. Yes, required. Navy has EMS and Skookum has a similar ISO 9001 system
  • Ensure Skookum employees are aware of their roles and responsibilities under the customer’s Environmental Management System (EMS). Review how EMS responsibilities affect work performed under the contract. Required
  • Submit Environmental Protection Plan (EPP) for approval. The EPP shall address environmental compliance and compliance procedures as they pertain to the execution of the contract. Done at initial contract, update periodically.
  • Guarantee current, accurate and complete operating records, station logs and reports to meet permit requirements.
  • Deliver support with operational information and data as needed to Skookum and the Government for the environmental permit renewal processes.
  • Stay informed of any regulatory changes that may impact Department or customer activities, including but not limited to Department of Defense, federal environmental regulations, state of Washington regulations, or local ordinances.
  • Ensure that Environmental Department employees receive applicable environmental and safety training.
  • Ensure, through equipment certification and training, that field technicians are competent at operating all equipment necessary for sampling, pumping, and response activities, including Skookum’s fleet of vacuum pump trucks.
  • Responsible for leading and sustaining a positive safety culture in the Department, including recognizing employees for safe behaviors; coaching employees who engage in unsafe behaviors, leading and supporting weekly safety discussions, and creating innovative ways for safety engagement.
  • Develop long-term trust-based relationships with Navy customer representatives.
  • All other duties as assigned.


Qualifications

  • Bachelor’s degree and 8 years of experience in Environmental Management required.
  • 10-15 years of environmental operations experience preferred
  • Minimum of 3 consecutive years’ experience in hazardous waste management and hazardous substance spill response required
  • Minimum of 2 years’ experience in spill prevention and countermeasures (SPCC) management and underground storage tank management required
  • Equivalent experience will be factored relative to college degree requirements.
  • Certified Environmental Manager (CEM) and/or 40-hour HAZWOPER certification preferred
  • 16 hours of DOT hazardous material training.
  • Obtain additional training once employed according to the BOSC contract requirements listed for Environmental Manager within 6 months.


Physical Requirements

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance. The physical demands of this position may be reasonably accommodated for individuals with disabilities to perform the essential functions on a case-by-case basis.

  • Must be able to lift and/or move up to 30 pounds.
  • Must be able to carry up to 20 pounds.
  • Must be able to push/pull up to 50 pounds
  • May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.
  • Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.
  • Must have the perseverance to work effectively under pressure for extended periods of time.


Requirements

  • A valid state driver’s license is required with the ability to obtain and maintain coverage by Skookum’s insurance.
  • Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position.
  • A HAZWOPER pre-employment medical examination are required.
