Location: Remote and travel to VA Tier IV Sites (75% travel)
Duration: 12+ months
Seeking for 10 Field Engineers (FEs) to work in Teams of 2 under a PM in collaboration with client PM and leadership to complete Telcom Services (voice and data) inventories and site surveys at all 350 of VA Tier IV sites across the country. The Teams of 2 FE will leverage VA templates and labeling nomenclature to thoroughly complete surveys, inventories, and associated documentation for voice and data services and hardware, to include photos. This may include tracing cables, checking dial tone, carriers, etc. Hardware will be inventoried to include type, serial #, version, etc. The completed documentation will be quality checked by PM and uploaded to a designated VA SharePoint Site at the completion of each site.
To avoid fake experiences, the client will validate all previous experiences for all projects. Please be prepared to provide references from all previous projects.

Responsibilities
84 Months experience acting as a project manager for complex application development projects throughout the entire Software Development Life Cycle (SDLC).
84 Months experience managing complex infrastructure IT projects including all project phases: project origination, initiation, planning, execution, monitoring, and closeout.
84 Months experience in facilitating and managing communication across both technical and non-technical stakeholder groups including executive-level sponsors.
84 Months experience using project management tools, MS Project in documenting all phases of a project, work breakdown structure, risks, issues, execution/implementation, quality control and project closeout.
84 Months experience in business process analysis and related documentation, including requirements gathering, use case documentation, workflow diagramming.
24 Months experience working in the Public Sector on projects utilizing sensitive data, within the Health Care industry where HIPAA and Protected Health Information (PHI) regulations exist.
Project Management Professional (PMP) Certification
Although the FEs will have the Telcom surveying and documentation expertise to deliver quality work, VA is responsible for maintaining the schedule and pace to stay on track and meet deadlines, as well as the overall success of the project and quality of the final deliverables.
It will start in the West Coast and NW area. The PM will work with the client PM to lead, guide, coordinate, and schedule FE Teams, and review and upload documentation. Each site is expected to take 2-3 weeks. The specific locations, schedule, approach, and templates for the site and inventory surveys will be directed by the client PM and Operational Leadership.
Each FE must be willing to travel 75% and have essential tools including a punch-down tool, butt set, dial tone tracing wand, able to lift 25 lbs., pass Public Trust, drug screening, and TB Testing. PMs are estimated to travel up to 10% per year. All must be US Citizens.

- Develop and maintain a project management plan that effectively addresses integration, scope, schedule, cost, quality, risks, human resources, communication, procurements, and all other aspects of effective project management
- Utilize project management software and application lifecycle management software such as MS Project and Visual Studio
- Facilitate meetings, schedule events, and oversee the completion, review, and acceptance of project deliverables
- Direct and manage project execution, perform effective change control, and perform effective monitoring and control for projects
- Coordinate and participate in procurement activities
- Prepare status reports, and other summary, project, and project portfolio reports as required or requested
- Develop or coordinate the development of documents and responses as requested for state and federal approvals
- Effectively monitor, track, and address issues
- Facilitate effective communication
- Provide guidance to project leads in areas such as project management best practices, facilitation, project planning, quality assurance and quality control best practices, process improvement best practices, etc.
- Facilitate the development of effective high functioning project teams

Skills Needed
- At least 3 years of experience performing similar site survey and inventory work in POPs and switch rooms.
- Must be detail-oriented with taking and documenting inventory, tracing cables for dial tone and services, documenting Hardware, and taking clear photos.
- Willing to travel 75% per month (VA PM will setup alternating schedules for teams and comp time to offset any additional hours and provide a break.)
- Most work can be completed Mon-Fri during normal business hours.
- Must be US Citizen, able to pass Public Trust, drug screening, and TB Test.
- Since travel expenses are built into the rate, the contractor will work with their vendor to book and pay for travel expenses and/or reimbursements.
- Must be highly professional, self-directed, highly reliable and seasoned with a strong work ethic and proven track record.
- Must have good communications and technical documentation skills.
- Must be collaborative and work well in a hybrid team environment directly with the client.
- Must dress appropriately for a client site environment.
