Base pay range

$90,000.00/yr - $105,000.00/yr
JOB PURPOSE: The Executive Director is responsible for the day-to-day operation of all agency programs and personnel. The Executive Director assists the Board of Directors in developing priorities and objectives to alleviate the cause and condition of poverty. Serves as chief representative of the Board both in the local community and in relation with funding sources and assures compliance with all grant and contract conditions. The Executive Director attempts to communicate to Board of Directors and to the community the mission of the agency.

RESPONSIBILITIES AND DUTIES:

  • With the Board of Directors, establishes agency priorities, and plans and develops programs to meet identified needs and evaluate effectiveness of programs
    • Supervises collection of data for use in planning and evaluation
    • Brings to the Board’s attention, issues affecting poor people
    • Supervise the development of program budgets for presentation to the Board
  • Acts as chief staff person for Board of Directors
    • Responsible for By-Laws
    • Assists Board in developing goals, objectives and priorities
    • Reports monthly to Board on agency accomplishments and problems
  • Acts as a liaison between the Board and state and federal funding sources
    • Responsible for direct communications between the Board and staff and federal funding sources
    • Approve all reports submitted to funding sources either personally or by all funding applications
    • Assists in development of program applications and gives final approval for all funding applications
    • Signs contracts for programs when authorized by the Board
  • Serves as chief synthesizer and coordinator of anti-poverty efforts in the local area
    • Supervise Public Information Program of the agency
    • Arranges for agency staff to work with local Social Services, Health and Education organizations
    • Develop a plan for securing cash and in-kind contributions from all potential donors
    • Establishes close liaison with Lincoln Trail Area Development District
    • Arranges for participation of poor in developing agency policy by 1) yearly elections and 2) monthly meetings
    • Participate actively in KACA and other professional organizations
  • Responsible for comprehensive administration of CAA including all fiscal and personnel management
    • Arranges for necessary physical facilities either personally or by delegation
    • Responsible for hiring and firing all personnel
    • Responsible for evaluations of all personnel
    • Approves all purchases of equipment and supplies in excess of $2,500
    • Approves all out of area travel
SKILLS AND QUALIFICATIONS:

  • Minimum of 5 years of senior level management
  • Experience in directing an organization and/or its work program, either in private industry or public agencies, which involve such functions as planning, organizing, staffing, supervising, coordinating, reporting and budgeting. These shall be considered of prime importance
  • A minimum of 5 years in a paid administrative position, desirably in a Community Action Agency coupled with:
    • Knowledge of financial management, local state and federal government funding processes, regulations and reporting procedures
    • Excellent verbal and written communication skills a must
    • An ability to work with people of varied backgrounds and possess a philosophy compatible with the CAC and has a concern for human needs
EDUCATIONAL REQUIREMENTS:

  • Bachelor of Arts or Science Degree (required)
  • Master’s Degree (preferred)
  • Collegiate or graduate study in economics, personnel administration, management or related field preferred

SCHEDULE:

  • Full-time, Monday-Friday

PAY:

  • $90,000 - $105,000 per year
