PRIORITY SCREENING DATE: September 3, 2024 Open Until Filled

This position primarily performs its duties on the Indian Valley (Novato) campus with some travel to the Kentfield campus, so if not already residing within the Bay Area, the successful candidate must be willing to relocate.

GENERAL PURPOSE

Under direction, performs professional-level research and data analysis necessary for human resources reports, employe and labor relations, and decision making; performs professional-level employee relations, and labor relations duties; assists in developing and implementing District and departmental human resources policies and procedures; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

A Human Resources Analyst is distinguished from a Senior Benefits Analyst in that an incumbent in the former class performs a broad range of human resources duties required to administer all faculty pay items, ensure data integrity, and supports managers in personnel administration, with limited supervision.

This class is designated as Confidential in accordance with the provisions of Government Code Section 3540.1. The term “Confidential” refers to an employee who is required to develop and present management positions with respect to employer-employee relations or whose duties normally require access to confidential information that is used to contribute significantly to the development of management positions as communicated in Government Code Section 3540.1.

Essential Functions

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  • Acts as a general information resource to managers, supervisors and employees regarding human resources rules, regulations, policies and procedures, state and federal law, and collective bargaining provisions; consults managers and supervisors on legal requirements and sound professional practices affecting a broad array of human resources processes.
  • Coordinates and performs the day-to-day activities of one or more specific areas of the District's human resource functions, including HRIS management, classification and compensation, and performance evaluations, training, and professional development; ensures accuracy of employee files in the District's HRIS system; reviews and monitors staff and faculty personnel transactions for regular, part-time and temporary employees, including coordination and follow up with managers, supervisors, candidates and others as necessary to ensure timely completion of employment actions; ensures accuracy of salary placement; tracks and coordinates various HR data.
  • Oversees data collection, analysis and reporting used for classification, organizational analyses and compliance reporting; generates reports and reconciles data related to Human Resources processes and mandated reporting required by the Chancellor's Office and other state and federal agencies, including EEO, Title IX and ADA reporting.
  • Coordinate and participate in HR projects and initiatives, including but not limited to, oversight of system upgrades, audits, and policy development and implementation. Maintains, reviews and analyzes data needed for payroll and position control reporting and analyzes annual staffing plans including faculty and instructors; generates, coordinates and/or reviews pay adjustment calculations including annual, promotional and out-of-class assignments in accordance with District personnel and Fiscal Services/Payroll policies; oversees and administers promotion, transfer and separation procedures of current employees.
  • Investigates, reviews and calculates faculty and staff employees' pay discrepancies using applicable District policies and procedures and collective bargaining agreements; works with Payroll department for accurate budgeting, coding and payment of District staff salaries; responsible for correcting errors and resolving discrepancies. Conducts research, surveys and studies regarding compensation and other human resource management issues; analyzes and recommends salary or benefits program changes.
  • Provides support in the District's collective bargaining process; provides technical input on contract language; conducts surveys for use in negotiations; may take meeting notes during negotiations.
  • Coordinates, in conjunction with the Office of Instructional Management, the timely and accurate production of faculty and adjunct instructor contracts; monitors and ensures all faculty loads comply with the California Education Code and Collective Bargaining Agreement; coordinates processes with Assistant Superintendent/Vice President of Student Learning and Success's office and department.
  • Prepares board agenda items for publication in accordance with California Education Code and Board policies and procedures.
  • Responsible for responding to Public Records Requests, internal and external report requests, requests for information and subpoenas in accordance with the Brown Act and District procedures.
  • Provides work guidance and training to lower-level Human Resources staff; recommends improvements and implements unit work plans and objectives; participates in prioritizing workload and ensures department guidelines are followed; monitors work for conformance with federal, state, District and department policies, directives, legal/regulatory requirements and standards.
  • Fosters an environment that embraces equity-minded practices, integrity, trust, and respect. Supports, implements, and promotes compliance with the District's Diversity and Equal Employment Opportunity Plan in all aspects of employment and education; increases cultural and ethnic diversity in staffing, programs, and services.

OTHER DUTIES

  • May maintain faculty or staff Seniority List; inputs and updates credential and faculty service area (FSA) information; processes Leave Banking requests.
  • Attends meetings as assigned.
  • Acts as the backup to the Senior Benefits Analyst as required, including but not limited to, Leaves of Absence, Workers Compensation and Employee Benefits.
  • Represents the College and/or department on internal and external committees; represents the District and presents at job fairs, community meetings and events, and at local, regional, state and national conferences, meetings, workshops and training seminars.
  • Performs related duties as assigned.

Education and Experience:

  • Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be graduation from an accredited college or university with a bachelor's degree in human resources, business administration, management or a related field; and three years of increasingly responsible experience in business, human resources, or a job-related environment; or an equivalent combination of training and experience.
  • A demonstrated commitment to equity-minded practices in support of the diverse academic, socio- economic, cultural, disability and ethnic backgrounds of community college students, college staff, and community members.
  • Demonstrated understanding of, sensitivity to, and respect of the diverse academic, socio-economic, ethnic, cultural, disability, religious background and sexual orientation of community college students, faculty, and staff.

DESIREABLE QUALIFICATIONS

  • Professional in Human Resources (PHR) or other Human Resources certification.
  • A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program or the ability to travel to other District campuses and locations.

  • Principles, practices and techniques of human resources management, including HRIS systems and reporting, classification and job analysis, performance planning and appraisal, and compensation administration.
  • Employee relations principles and practices.
  • Basic labor relations principles and practices, including negotiation and contract administration.
  • Principles, practices and methods of administrative, organizational and management analysis.
  • Advanced use of Microsoft Office Suite, including use of pivot tables and complex formulas in spreadsheet analysis.
  • State and federal regulations, including state education and government codes, terminology, and processes applicable to human resources, employment and labor relations.
  • Principles of public sector employer-employee relations and collective bargaining in California.
  • Safety policies and safe work practices applicable to the work being performed.

CONDITIONS OF EMPLOYMENT

Prior to employment, the selected candidate will be required to complete the following:

  • In accordance with federal law, all employees must provide proof of eligibility to work in the United States.
  • Criminal Justice/Fingerprint Clearance.
  • California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  • DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. CLASSIFICATION CATEGORY & RETIREMENT

Employees in this position classification are considered Confidential Unit members and are not represented by a bargaining agreement. Confidential employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% of their reportable compensation on a monthly basis .

SALARY INFORMATION

FLSA Status: Exempt

Salary Grade: C3

Full Salary Range: $82,260 to $120,012 annually.

Starting Salary Range: $82,260 to $90,696 annually (Step 1 to Step 3). Background and experience will determine placement. Step 3 is the maximum entering step.

SELECTION PROCESS

Medical Insurance: The District offers six plan options through Kaiser and Blue Shield. Effective 10/01/2024, the District's contributions for medical insurance coverage are as follows.

  • Employee-only: $1,600/month
  • Employee plus one dependent: $2,300/month
  • Employee plus two or more dependents: $2,800/month

Dental and Vision Insurance: Delta Dental and VSP vision plans for employee and dependents, with no cost to employees.

Vacation Leave: 22 days of vacation accrued annually , with additional accrual after 3, 10, and 14 years of service.

Paid Holidays: 17 paid holidays annually , which includes a paid winter holiday break at the end of December.

Sick Leave: One (1) day of sick leave per month (12 days annually).

Retirement through CalPERS: MCCD contributes 27.05% of employee's creditable earnings to CalPERS on a monthly basis (2024/2025). Vested after five (5) years. Mandatory employee contribution for 2024/2025 is 7% - 8% , depending on original date of membership and prior membership status.

Life Insurance - $50,000, with the option to purchase additional voluntary life insurance for the Lesser of 5x base annual salary or $500,000

Additional Retirement Savings Plans - Employees are also eligible to participate in a voluntary, tax-advantaged 403(b) or 457(b) retirement savings plan.
