Human Resources Personnel/Payroll Processing Assistant

Description

Candidate will perform a variety of HR technical and administrative support activities. Assists HR specialists by performing technical and administrative work in support of recruitment and placement programs including merit promotion and delegated examining functions. The Human Resources Personnel/Payroll Processing Assistant shall be qualified to, and shall effectively, discharge the following duties:

  • Process Personnel Actions using the National Finance Center EPIC
  • Ensure validation and accuracy of actions processed by reviewing and resolving actions
  • Code Standard Form-52s with the appropriate information in support of the requested and approved personnel
  • Build position and employee profiles in National Finance Center
  • Determine eligibility for benefits, calculate Service Computation Dates, WGI due dates, and other data elements based on type of appointment and previous employment
  • Review completed Standard Form-50s for accuracy and makes appropriate
  • Conduct employee orientation, ensuring accurate completion of employment
  • Enter all personnel, payroll and benefits data for employees
  • Process applicable employee separation
  • Process a wide range of personnel actions applying the OPM (Office of Personnel Management) Guide to Processing Personnel Actions and using the Department of Agriculture's National Finance Center (NFC) payroll/personnel system -
  • Organize and maintain OPFs (Official Personnel File), EPFs (Employee Performance File), and employee leave and payroll files in accordance with OPM's Guide to Personnel Record Keeping and GSA (General Service Administration) and GAO (Government Accountability Office)
  • Respond to inquiries from employees and supervisors about employee personnel
  • Retrieve information from the NFC to research issues and respond to
  • Maintain personnel records in accordance with Federal records management
  • Draft vacancy announcements, maintain/close-out recruitment case files, and job
  • Assist with file
  • Biweekly printing and coordination of the review and distribution of SF-50s, Notifications of Personnel
  • Conduct audit of OPFs, ensuring contents are complete, and determine need for action (e.g., corrections and updates to Service Computation Dates).
  • In depth knowledge of Federal Personnel Processing under Title 5 of the United States Code as demonstrated by a minimum of 3 years experience processing personnel actions.
  • At least one year of experience must have included using the National Finance Center (NFC) payroll/personnel system.
