$84,156.00/yr - $106,454.00/yr
Minimum Qualifications

To be eligible for this position, you must meet one of the following conditions:

  • Eligible for appointment from the Project Manager 2, G-23 eligible list
  • In a G-21 or higher title that meets criteria for reassignment or a 52.6 transfer
  • For provisional appointment*: One year of permanent competitive or 55b/c service as a Project Manager 1
  • For NY HELPS appointment**:

A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).

OR

a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.

  • A provisional appointment is authorized by
  • 65 of the Civil Service Law when there are fewer than three list eligibles willing to accept appointment to the position. In order to be provisionally appointed to the posted title, the candidate must meet the minimum qualifications as specified above. If offered a provisional appointment to the position, the candidate must take the next examination to be held for this title and be reachable on the subsequent established eligible list.
  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description

The Project Manager 2 works at an advanced performance level. The incumbent will perform a wide range of professional project management activities and is generally responsible for a significant segment of the project. Incumbents are typically assigned to projects generally characterized as being internal to the organization and similar in nature to other projects that the organization has conducted in the past, producing deliverables of a reasonably standard nature with low risk, and having teams composed mostly of members from the same program area. Incumbents may independently coordinate portions of projects of small or medium scope or assist higher level staff in coordinating portions of a larger project. Work assignments at this level usually entail understanding, identifying, and applying project management tools and techniques appropriate to each project phase:

  • Completes all work in a timely and accurate manner.
  • Efficiently manages assigned project or projects.
  • Efficiently and effectively collaborates and communicate with project teams to develop and maintain detailed project artifacts.
  • Proactively manage all stakeholder relationships to build consensus-based outcomes.
  • Applies skills for successful problem solving and conflict resolution.
  • Applies critical thinking skills to analyze project issues and identify and evaluate alternatives and potential solutions and present recommendations to management and/or project team members.
  • When escalations are necessary the Project manager presents a plan of action with suggested resolutions to management.
  • Provide periodic written and/or verbal reports to the Project Manager 3 regarding status of ongoing projects, including timelines and delays and plans to remediate.
  • Maintain project management skills through self-education and formal training when offered.
  • Collaborates with Business Analysis staff in accordance with DMV roles and responsibilities.

Requirements

The work of Project Manager 2 requires specialized training, experience, and skills. Project managers must constantly balance schedule, quality, scope, and budget, and continually monitor project activities against project critical parameters to accommodate changing requirements and ensure that project goals objectives are successfully met:

  • Provides agendas and minutes for all project status meetings performed with project team members.
  • Maintain project documentation in project repository
  • Lead weekly project status meetings with project team to develop, adhere to, and maintain project artifacts, and manage project risks and issues.
  • Initiate meetings and communications with project staff members as needed to ensure the project progresses in a timely manner and actively address risks and issues.
  • Complete weekly project status report to ensure all stakeholders are informed of project progress
  • Communicate project status to stakeholders
  • Develop and manage project scope
  • Developed and maintain communication plan.
  • Develop and manage project schedules which include all project tasks, milestones, deliverable and dependencies, resource names and percent complete using project scheduling software
  • Makes recommendations for decisions on changes in project schedules and adjust as necessary to ensure project success.
  • Document and present resource needs to agency management and coordinate project activities with those program areas.
  • Identifies resource alternative and potential solutions to compress and adhere to schedule.
  • Balance schedule, quality, scope, and budget, and continually monitor project activities against project critical parameters to ensure that project goals and objectives are successfully met.
  • Follow PMO project change request (PCR) process and initiate PCR’s as necessary to document changes to adjust the project scope, schedule, and cost.
  • Create and maintain project log/RAID log (Risk, Action items, issues, decision) to update risks, action items, issues, and decisions.
  • Manage risk by developing and executing risk mitigation plans.
  • Manage issues by determining solutions and leading efforts to resolve them.
  • May manage project budget using project cost estimating tools.
  • Manage vendor relationships and their adherence to project tasks and activities as relate to their contractual responsibilities.
  • Directs and coordinates the activities of project staff.
  • Plans and conducts project analysis sessions, such as project close-out sessions.
  • Direct and coordinate the activities of staff from various business areas to accomplish work.

Responsibilities

The Project Manager 2 may supervisor Project Manager 1’s and/or Project Manager trainees. The Project Manager 2 is responsible for ensuring his/her subordinates are aware of DMV PMO standards and methods (templates, forms etc.) and can instruct them in the proper usage of them to manage projects successfully:

  • As a supervisor, the Project manager 2 must be capable of providing guidance to his/her subordinates to ensure they efficiently and effectively manage assigned project or projects.
  • Regularly meet with his/her subordinates
  • Maintain documentation electronically of meetings with subordinates.
  • Provide guidance to subordinates to ensure they can complete their tasks in a timely manner.
  • Review subordinates work products to ensure they comply with DMV standards.
  • Evaluate subordinates quarterly using the prepared Performance plan and ensure direct reports complete the plans for their staff.
  • Ensure direct reports evaluate trainees quarterly using the prepared training plan.
  • Foster career development and growth by offering revalvent training or seminars for subordinates.
  • Ensure direct reports maintain documentation of training attended.

The Project Manager 2 Adheres To Timekeeping Rules

  • Utilize LATS for all time and attendance. If applicable, review and approve LATS for direct reports timely.
  • Keep accurate records of time, attendance, and leave for self and subordinates.
  • Review/approve time off requests.
  • Develop coverage plan for own time for self and subordinates.
  • Submit/approve timesheet within 48 hours of the close of each pay period and ensure subordinates are complaint.

The Project Manager 2 complies with DMV Code of Conduct of all office policies and ensures complains of their subordinates:

  • Complete mandated trainings in SLMS.
  • Complete annual Telecommuting Training.
