The New York City Housing Development Corporation (HDC) is a public benefit corporation and the nation’s largest municipal Housing Finance Agency. HDC’s programs support the construction and preservation of multi-family affordable housing in New York City.

Position Type: Full Time/Exempt

Salary Range: $145,000-$160,000 annually

Office Location: NYC/Financial District

Position Summary:

The Vice President, Capital Markets reports to the Executive Vice President for Capital Markets and Investments and is responsible for coordinating and executing bond financings and providing cash flow analysis for the creation or preservation of affordable housing in New York City; has responsibilities related to the management and analysis of HDC’s parity bond resolutions utilizing bond structuring software procured to manage HDC’s parity indenture cash flows.

Job Responsibilities:

  • Work closely with HDC’s Development, Asset Management, Legal, and Loan Operations Departments to structure new construction, preservation and public housing bond financings.
  • Review, comment and provide portfolio updates to bond related legal documents including official statements, bond resolutions and tax regulatory certificates.
  • Create and review IRS bond and mortgage yield computations for tax exempt bond issuances.
  • Coordinate with internal and external parties (Bankers, Lawyers, and Rating Agencies) to structure and price bond financings.
  • Create portfolio models utilizing Excel spreadsheets and a proprietary cash flow software system to support bond issuance, identify alternative finance and operating policies, while ensuring adequate resources are available to meet the obligations of HDC.
  • Lead proactive preservation efforts working closely with the Development and Asset Management departments.
  • Assist in the creation of new, innovative policies and financing structures to meet the City’s changing needs.
  • Prepare investor presentations.
  • Participate in corporation-wide data management efforts in furtherance of efficient capital markets execution, including:
  • Assist IT to prepare standardized bond/loan portfolio reports.
  • Identify key requirements (systems, reports, processes, interfaces) to sustain existing data structures and to update and maintain database information.
  • Help create and implement HDC operations policies & procedures.
  • Train staff, fellows and interns on affordable housing finance analysis and structures.

Required Qualifications:

  • Bachelor’s degree with substantial course work/credits specific to finance, and/or real estate.
  • Minimum of 7-10 years of relevant experience in taxable and tax-exempt affordable housing finance, cash flow analysis, and IRS bond and mortgage yield calculations.
  • Proficiency in utilizing municipal housing cash flow software for stand-alone and consolidated cash flows.
  • Expertise in structuring and pricing tax-exempt and taxable bond financings including fixed and variable rate financings, and derivative structures.
  • Expertise in new construction, preservation, and public housing bond finance.
  • Superior organizational, analytic, and problem-solving skills with excellent attention to detail and ability to manage multiple tasks.
  • Strong communication skills with the ability to articulate complex ideas to both technical and non-technical teams.
  • Strong proficiency in data management, use of financial related software programs.
  • Proficiency with Microsoft Office suite, specifically advanced Excel skills.
  • Demonstrated commitment to public service.
