JOB TITLE: Construction and Facilities Management Officer

LOCATION:REMOTE

REQUISITION: DC-1267-24-MILCON

REPORTS TO: Project Manager/ Senior Programmer

FLSA STATUS: Regular Full-Time Exempt

SUMMARY: This contract has a contingency upon contact award. SABG is seeking a Construction and Facilities Management Officer (CMFO) to provide Military Construction (MILCON) planning and project management expertise to the Army National Guard G-9 Directorate (ARNG-G-9) in support of the MILCON programs for various ARNG facilities. This position is remote and may require up to 25% travel.

Essential Duties And Responsibilities

  • Work with Army leadership to develop, revise, and/or execute real property Master Planning, to include land use and development, facility planning, and long-term program development.
  • Assist in the development of project requirements for MILCON planning and execution by utilizing and understanding of United Facility Criteria (UFC) system standards, DOD instructions, work classification, and other federal and state codes.
  • work with the Army’s budget PPBE process, assist in developing estimates from the Army’s cost guides, utilize the ARNG MILCON process (PROJDOCS, ENBOSS, PAX, RPLANS, Information Systems Cost Estimator (ISCE), PRIDE WEB and ASIP
  • Provide Fiscal Law principles as applied to the Federal Government Engineering and Construction projects and processes
  • Provide technical MILCON Project support to the Facility Management Engineer from initial master planning to design charrette through construction to final project close out.
  • Perform Site Assistance Visits (SAV) providing technical support to State CFMO organizations. May include travel to any of the 50 States, Guam, Puerto Rico, the Virgin Islands, and the District of Columbia.
  • Be prepared to mobilize within five business days of notification from the COR to conduct SAVs.
  • Prepare and provide SAV reports via email to the COR within 25 business days, including mobilization period.
  • Conduct facility damage assessments and prepare construction reporting, scopes of work, and estimates for follow-on actions upon request by ARNG-IEI-C following Acts of Nature events. May include similar travel to SAV.
  • Prepare a summary report within five business days of completing travel, addressing the situation, findings, and recommendations on appropriate courses of action with associated cost estimates.
  • Assist in the development of real property, MILCON, and other required contract forms and documentation, to include but not limited to: Military Construction Cooperative Agreement (MCCA), DD1390/91, DD 250, DD 1354, NGB 86-R, NGB 87-R, and NGB 593.
  • Provide professional and technical advice to State CFMOs for processes in executing design, construction, and closeout of construction contracts using either Federal or State procedures.
  • Provide acquisition expertise in utilizing appropriate Federal and/or State contracting procedures in procuring A-E design services.
  • Recommend initial strategies for the State’s project execution, evaluate project alternatives, advise on work classification and fiscal law implications, and advise on program scoping, planning, project design, and construction.
  • Write an update to one publication annually as designated by ARNG G-9.
  • Act as the master planning and programming charrette facilitator when directed by the COR, providing a SAV report to the COR within five business days from completion.
  • Conduct project management training in support of NGB’s CFMO certification program. Develop the training curriculum within 30 days after notification from the COR, with the ability to support up to six training events per year. Training shall be conducted in-person.
  • Conduct project management training in support of NGB’s annual Program Guidance Course (PGC). Develop the training curriculum within 30 days after notification from the COR, with the ability to support up to two training events per year. Training shall be conducted in-person

SUPERVISION: This position has no supervisory responsibilities.

Qualifications, Education, And/R Experience

  • Bachelor's degree in a relevant field such as Civil Engineering, Environmental Studies, Chemical Engineering, Biology, Chemistry, Land Surveying with a minimum of 5 years of experience as a CFMO, or demonstrated equivalent of understanding National Guard regulations, by exception approved by ARNG G-9 only
  • Experience in Cost Estimation, Architectural Design, Civil Engineering, Construction Management, Construction Inspection, and Scheduling

Computer Skills

  • Skilled in operating a personal computer and standard office equipment
  • Must have proficiency in a variety of computer software applications in word processing, spreadsheets, database, (MS Office: Word, Excel, Outlook, PowerPoint)

LANGUAGE SKILLS: Ability to read, analyze, and interpret governmental regulations. Ability to write reports, business correspondence, and/or procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.
