Nemours Children's Health Delaware is seeking a Director of Facilities at our location in Wilmington, DE.

Primary Functions:

The Director of Facilities & Environmental Safety plans, coordinates and supervises the activities of the plant operations and maintenance functions which are necessary in maintaining physical structures (including HVAC, mechanical and electrical systems, utilities, Command Center, and Grounds). Directs the repair and replacement of the Delaware Valley physical infrastructure via preventative maintenance program to facility uninterrupted service to patients, visitors, and to assure safe conditions of employment for associates. Manages departmental budgets, prepares and submits capital equipment/project requests. Provides coordination and support of DV Life Safety and Hazardous Materials and Waste programs. The Dir of Facilities and Environmental Safety provides leadership with strategic initiatives to support the long-term infrastructure, real estate and regulatory readiness for all Delaware Valley locations.

Essential Functions:
  • Immediate Threat to Life Intervention Authorization - The CEO of NCH D and NCHS DV has identified the Life Safety Officer as an individual responsible for intervention whenever environmental conditions pose an immediate threat to life or health, or threaten to damage equipment or buildings. The CEO has delegated this authority to the Director of Facilities & Environmental Safety, Administrator-on-Call, and the Nursing Supervisor on duty. These individuals are empowered to immediately intervene and take appropriate action to mitigate the effects of such situations. Such delegation of authority enables the organization to take swift and decisive action to implement the policy 24-hours-a-day/seven-days-a-week. A Safety Officer authorization is signed by the CEO, revised when necessary, and reviewed at least every two years.
  • Requires significant 5+ years of Hospital Facility Management experience.
  • Requires experience participating and coordinating TJC survey prep and response for successful Joint Commission surveys, especially TJC Life Safety, and/or Environment of Care and/or Emergency Management Chapters.
  • The position's primary function is to create and manage all facilities that are part of Nemours Children's Hospital and Nemours Children's Health System (DV). This position is to provide leadership in constructing and ensuring a safe and secure environment for Associates, patients and visitors.
  • Reviews and makes recommendations for capital budget equipment purchased and installed at Nemours Children's Hospital and Nemours Children's Health System (DV).
  • Organizes and directs the proper preventive and corrective maintenance of all building structures, electrical, mechanical, and emergency systems in hospital facilities through the effective and efficient use of labor and materials.
  • Maintains a Utility Management Program as required by The Joint Commission & CMS for hospital equipment.
  • Maintains contact with directors, administrators, supervisors, architects, engineers, and other staff personnel to facilitate the timely accomplishment of all projects and assignments.
  • Performs duties, as necessary, as a member of the Hospital Infection Prevention and Control Committee, Environment of Care Committee, Chairperson of Emergency Management Steering Committee & Incident Command Steering Committee, Chairperson of Utility Management Committee, Chairperson of Hazardous Materials and Waste Committee, Co-chair of Regulatory Readiness Committee, and Chairperson of the Fire & Safety Committee.
  • Formulates, manages, and is responsible for the Hospital Facility budget in excess of $17,000,000 and Nemours Children's Health System Facilities budgets for NCH Surgery Center at Deptford, Rockland 1 & 2 buildings, and Child Developmental Center.
  • Participates in strategic planning, design, construction, facility operational management and development, and implementation of facility standards.
  • Oversees the Pre-Construction, Infection Control, Life Safety, and Above Ceiling Risk Assessment process and coordination for all projects at NCH D and Nemours DV sites.
  • Represent Nemours Children's Hospital Delaware on Department of Health and Human Services' Hospital Preparedness Coalition and the National Pediatric Preparedness Coalition, and participate in activities including but not limited to; training, education, grant and policy development.
  • Responsible for Utilities, Fire/Life Safety, Safety, Hazardous Materials & Waste, and Emergency Management Plans.
  • Coordinates EOC safety rounding process for Hospital and all other sites within Delaware Valley. Conduct safety rounds with external consultants on inpatient, outpatient, business occupancy and commercial occupancy compartments to identify risks, recommend solutions and effectively work with leadership and support departments to mitigate risks.
  • Responsible for regulatory and code compliance including, but not limited to, CMS, TJC, local authority having jurisdiction, EPA, NFPA, IBC, EPA, DNREC, DOH (DE, PA, and NJ) and OSHA.
Performance Skills
  • A minimum of five (5) years experience in maintenance management and plan operations of a health care facility or similar facilities required. This experience must have included management of groups of trades and crafts persons, contract and budget administration
  • Experienced and proficient with a wide range of personal computer hardware and software, including desktop publishing, and spreadsheets.
  • Successfully performed high level decision-making in operational management capacity.
  • Proven verbal and written communication skills and success in dealing with high-level administration.
  • Proven knowledge of broad based management methods and implementation techniques.
  • Proven ability in providing leadership, counsel, motivation and commitment to the department's and or-ganization's goals. Skilled in responding and developing plan of actions quickly when urgent needs arise.
  • Proven ability in developing and maintaining relationships with higher management, peers and subordinates and skilled in resolving conflicts and gaining cooperation with others.
  • Proven experience in planning, organizing, administering, coordinating, reviewing, evaluating and personally participating effectively in the management of facilities. Skilled in developing and directing the implementation of goals, objectives, policies, procedures, management systems, work standards and program evaluation.
  • Skilled in effectively and professionally representing the department in a positive manner. Skilled in working in and creating a team atmosphere.
  • Must have knowledge of various codes, procedures, etc., that apply to hospitals such as NFPA 99 & 101, TJC, etc.
  • Must be able to demonstrate experience and skills in motivation of employees for peak performance and creative thinking regarding departmental operations
