The City of Virginia Beach is seeking a Director of Performance & Accountability to oversee and enhance its comprehensive Performance Management System, which relies on data-informed decision-making to achieve desired outcomes. This is an exciting opportunity to lead the performance management process, guide the City's data strategy, apply Lean Six Sigma principles to address performance deficiencies, and facilitate the citywide strategic planning process. Reporting directly to the Deputy City Manager, the Director of Performance & Accountability will provide leadership and oversight to a team of seven in the Office of Performance and Accountability.

  • Lead performance review sessions based on executive briefing developed by a team of analysts, the data reported by departments, and the City Manager’s priorities
  • Serve as the staff liaison for Council-appointed commission
  • Provide leadership and direction for the City’s data strategy
  • Develop meaningful key performance indicators (KPIs) for departments participating in the stat process
  • Automate performance reporting and visualization of the KPIs as groups of KPIs are standardized
  • Increase access to City data both internally and externally
  • Lead and oversee special projects
  • Facilitate process improvement training to increase the ranks of employees within departments fluent in translating data, process mapping and performance improvement
  • Coordinate improvement sessions applying Lean Six Sigma principles to broken processes that are causing performance deficits as measured by KPIs discussed in the “stat” process
  • Prioritize processes that should be reviewed in-depth
  • Ensure follow-up on action items identified in performance review sessions
  • Coordinate an annual strategic planning and performance agreement process that establishes expectations for the departments

The Ideal candidate will have knowledge of performance management programs, stat programs, and accountability models that foster cultures of continuous improvement. They will have skill in strategic planning, leading the process of distilling broad City strategic goals and objectives into short and long-term action plans and coordinating their efforts in implementation. Experience in oversight of a comprehensive performance management program, including design and development of performance management agreements preferred.

Additionally, The Ideal Candidate Will Have The Following Experience

  • Demonstrated experience leading special projects at the request of executive leadership and/or special projects in which the results were intended for executive leadership or a governing body
  • Experience presenting and communicating to governing bodies and/or executive leadership
  • Experience developing written work products on behalf of executive leadership
  • Demonstrated analytical capabilities evidenced by past projects and deliverables (projects that include both qualitative and quantitative data sets)
  • Experience/background in project management
  • Experience working in cross-departmental teams; preference for those with experience leading cross-departmental projects/teams
  • Supervisory experience
