This position is located in the Metropolitan Police Department (MPD), Internal Affairs Bureau (IAB), Internal Affairs Division (IAD). This position has oversight responsibilities for analyzing, evaluating and investigating internal/MPD and external Equal Employment Opportunity Commission (EEOC), DC Office of Human Rights complaints of discrimination.
The Incumbent Will Be Responsible For The Following
- Responds to interrogatories and requests for information, develops plans and conducts complete investigations to obtain essential facts in assigned EEO cases (i.e., charges/complaints of employment discrimination throughough the metropolitan area). Develops written internal reports of finings, Departmental position statements and provides the supervisor recommendations of necessary action.
- Collects information received from a variety of sources; acquires essential facts through interviews, observations, records, documents, and analysis and conducts research. Determines records to be obtained and sources of those records, identifies and obtains records necessary through file searches. Analyzes documents to obtain relevant information, obtains evidence including signed statements or affidavits.
- Conducts interviews and prepares a written record of the interview, prepares correspondence, factual, memoranda of findings, summaries and/or witness statements which may be used in hearings or trials, prepares memoranda recommending administrative or personnel action. Reviews cases to determine applicable violations. Determines the most effective and efficient manner for planning, developing and conducting investigations.
- Occasionally provides testimony in court for the Department; provides depositions in conjunction with Office of Attorney General (OAG); provides testimony at arbitration hearings; represents the Department at Mediation; Conciliation regarding complaints with DC Office of Human Rights and EEOC. Also, serves as a 30(b) 6 witness.
- Assists in preparing monthly, quarterly and annual PDB/EEO reports and assists in completing affirmative action reports for EEOC.
- Assists in developing Departmental Professional Development Bureau/EEO Unit Manual; provides EEO counseling DC Government-wide; ensures that the Department has relevant and up to date EEO Posters and Bulletins; provides EEO training to new recruit classes, promotional classes, and as requested by specialized units.
- Maintains document tracking database for the Investigative/EEO Unit.
- Performs other related duties as assigned.
- Comprehensive knowledge of the basic principles and techniques of investigation, and understanding rules, laws and regulations governing matters handled by the EEO Office.
- Knowledge of investigative principles, techniques, methodology, and procedures relating to EEO matters.
- Thorough knowledge of federal, state and District of Columbia EEO laws, precedents, legal procedures, executive orders, EEOC guidance and emerging trends in the EEO Field.
- Knowledge of, and proficient in the use of operating a personal computer (PC), utilizing Microsoft Word, Excel, Access, PowerPoint, Outlook, Personnel Performance Management System (PPMS), scanner and copier.
- Ability to handle a fast paced/ high-level stress environment which includes prioritizing tasks.
- Ability to interview, follow leads, research records, interpret results, evaluate data, analyze and make recommendations and decisions, and prepare comprehensive reports in a clear, concise, logical and objective manner.

Bachelor’s Degree preferred. Master's Degree strongly preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience in Investigator (Equal Employment Opportunity (EEO) equivalent to a least the CS-11 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience includes understanding and applying federal, state and District of Columbia EEO laws, precedents, legal procedures, executive orders, EEOC guidance and emerging trends in the EEO Field; interviewing, following leads, researching records, interpreting results, evaluating data, analyzing and making recommendations and decisions, and preparing comprehensive reports in a clear, concise, logical and objective manner; and the ability to operate a personal computer and use Microsoft Office Software Applications.
Work Environment
The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting rooms.
Promotion Potential: Promotional potential to the grade 13.
Must be available to work anytime during regular business hours between 7AM and 7PM M-F, as well as be available to provide after-hours on-call support on a rotational basis. Must be willing to be on call via rotating emergency schedule. The Metropolitan Police Department is a 24 hour, seven (7) days a week operation.
This position is deemed as “Security Sensitive” pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests: (select the appropriate designation, if applicable)
- Traffic record check (as applicable);
- Pre-employment drug and alcohol test (as applicable);
- Consumer credit check (as applicable);
- Reasonable suspicion drug and alcohol test;
- Random drug and alcohol test;
- Return to duty or follow-up drug and alcohol test; and
- Post-accident or incident drug and alcohol test.
