We are currently seeking a Director of Federal Government Affairs to join our team in Washington, D.C. and play an active role in the biggest transformation in the history of our company. We are looking for a candidate that is entrepreneurial, passionate, intellectually curious, possesses a strong work ethic, and demonstrates initiative and creativity. The candidate will report to the Head of Federal Government Affairs and work collaboratively with the broader U.S. based External Affairs team and colleagues around the world on strategies to advance the company’s policy agenda.
The Impact: As an integral member of PMI’s Federal Affairs team, you will develop, implement, and manage strategies that support our public policy goals and objectives, with an emphasis on the U.S. Senate. In addition, you will analyze current political events and the policy landscape and recommend legislative strategies to management to achieve the desired policy outcome. In addition, you will build relationships with cross-functional teams and leverage all available assets to advance commercial interests.
You should be a superior communicator and have a strong track record in relationship management, with exceptional analytical and organizational abilities.
You should be entrepreneurial but work in a team environment, and be able to quickly discern complex technical issues in order to develop and implement creative ideas and strategies that achieve tangible results. Ideally, you will have professional experience on Capitol Hill or the Executive Branch.
Key Activities:
- Develop and maintain relationships with Members of Congress and staff, Executive Branch agencies and officials, and other key domestic and international partners.
- Build and maintain strong working relationships with internal and external partners to develop and lead advocacy campaigns that support domestic policy objectives.
- Be an in-house specialist on the U.S. Senate, and advise management on the policy risks and opportunities, developing and implementing strategies accordingly.
- Provide legislative analyses, and develop written content and advocacy materials, including policy statements and positions papers, letters, and legislative summaries.
- Directly led legislative efforts in the Senate that build awareness and advance health policy dialogue surrounding harm reduction.
- Bachelor’s degree or equivalent practical experience.
- Minimum 8-10 years of experience working within the Federal Government, Capitol Hill, with an emphasis on the U.S. Senate, private sector, business associations, think tanks, or public interest groups.
- Professional experience in health care policy.
- Bipartisan relationships and ability to work across the political spectrum.
- Excellent interpersonal and networking skills, creative and critical thinking, superior communications ability.
- Ideal candidate would be driven and boost experience and network with congressional leadership or jurisdictional matters before the committees on House Energy & Commerce, Senate Health, Education, Labor & Pensions, or appropriations.
- Demonstrated leadership ability and track-record of legislative success.
- Experience successfully working within a fast-paced team environment with the ability to work independently.
Annual Base Salary Range: $188,000-258,500

Philip Morris International (PMI) is leading a transformation in the tobacco industry to create a smoke-free future and ultimately replace cigarettes with smoke-free products to the benefit of adults who would otherwise continue to smoke, society, the company, its shareholders and its other stakeholders. PMI is a leading international tobacco company engaged in the manufacture and sale of cigarettes, as well as smoke-free products, associated electronic devices and accessories, and other nicotine-containing products in markets outside the U.S. In addition, PMI ships versions of its IQOS Platform 1 device and consumables to Altria Group, Inc. for sale under license in the U.S., where these products have received marketing authorizations from the U.S. Food and Drug Administration (FDA) under the premarket tobacco product application (PMTA) pathway; the FDA has also authorized the marketing of a version of IQOS and its consumables as a Modified Risk Tobacco Product (MRTP), finding that an exposure modification order for these products is appropriate to promote the public health. Through multidisciplinary capabilities in product development, state-of-the-art facilities and scientific substantiation, PMI aims to ensure that its smoke-free products meet adult consumer preferences and rigorous regulatory requirements. PMI's smoke-free product portfolio includes heat-not-burn and nicotine-containing vapor products. As of September 30, 2022, PMI's smoke-free products are available for sale in 70 markets in key cities or nationwide, and PMI estimates that approximately 13.5 million adults around the world, excluding Russia and Ukraine have already switched to IQOS and stopped smoking.
