The Senior Director will lead and implement IRI’s engagement with the legislative branch in coordination with the President and Vice President for External Affairs. The Senior Director will also participate in strategic engagement with the executive branch in coordination with IRI’s Executive Leadership Team. The Senior Director is charged with building and sustaining effective relationships across the political spectrum with Congress, the Administration, and key external organizations, providing background and current information about the Institute and educating target audiences on our work and our impact. The Senior Director will monitor and analyze current and proposed legislative and regulatory actions and priorities, and determine potential impacts on the organization. Additionally, the Senior Director will participate in general external engagement efforts to represent the organization and contribute to policy recommendations and thought leadership on behalf of the Institute.

Position Requirements

  • Bachelor’s degree.
  • Fifteen or more years of professional experience in the political and government fields, with knowledge of U.S. international development and foreign assistance.
  • Preference for experience working for the U.S. Congress.
  • Exceptional written, verbal communication and presentation skills.
  • Familiarity with foreign assistance programs and democracy and governance programming in general.
  • Knowledge of relevant U.S. legislative and regulatory laws and processes.
  • Demonstrated ability to represent the Institute before multiple audiences, including willingness to support and address the symbolic and tangible work of IRI.
  • Exhibits integrity, judgment and discretion along with a professional demeanor and interpersonal style that elicits trust from colleagues, donors, elected and appointed government officials, as well as partners.
  • High level of organization and attention to detail.
  • Ability to work independently and as a member of a team to coordinate
  • Supervisory experience and/or demonstrated experience leading teams.
  • Ability to work under pressure to solve problems with complex variables through non-standardized solutions that require independent judgment and analysis.
  • Ability to synthesize complex issues and persuasively articulate rationale for specific actions and initiatives.
  • Excellent organizational and decision-making skills and the ability to initiate work, manage multiple projects and set priorities independently.
  • Some travel required.

Position Responsibilities

  • In coordination with IRI’s President and Vice President for External Affairs, leads and implements IRI’s engagement with the legislative branch.
  • Participates in strategic engagement with the executive branch in coordination with IRI’s Executive Leadership Team.
  • Contributes to the development of foreign policy and foreign assistance recommendations related to IRI’s mission.
  • Collaborates with Institute leadership and staff to develop and execute strategies to educate the legislative branch on democracy assistance opportunities and programs.
  • Builds knowledge and understanding of relevant legislative and regulatory actions and analyzes factors that influences U.S. democracy assistance efforts.
  • Monitors and analyzes legislative and regulatory priorities and actions, determines the potential impact on the organization, and informs IRI staff of those as relevant to IRI’s mission and programming.
  • Builds consistent and strong relationships formally and informally with a broad range of external stakeholders relevant to IRI’s mission.
  • Builds relationships and collaborates with partner organizations to advance strategic priorities related to IRI’s mission.
  • Contributes to senior leadership efforts to ensure analysis and reflection of foreign policy and foreign assistance democracy assistance priorities into programming.
  • Identifies and secures strategic educational opportunities for key IRI staff on Capitol Hill – including testimony or one-on-one meetings – and shapes appropriate background briefing and materials tailored for such engagement
  • Develops documents for internal and external use, such as letters, policy briefs, fact sheets, issue messages, testimony and other materials concisely and quickly to support IRI’s initiatives, in coordination with external affairs team.
  • Provides technical expertise and ideas for IRI legislative strengthening programs and initiatives.
  • Oversee IRI participation in select IRI and non-IRI-hosted events.
  • Builds and maintains strong, consultative relations with all IRI staff.
  • Supervises and builds the capacity of IRI’s Government Affairs Specialist
  • Performs other duties, as assigned.

15 years:
