Business Analyst - Level III

NYS Office of Information Technology Services (ITS) is seeking a Business Analyst - Level III

Responsibilities

  • Refine and document to-be requirements based on analysis of as-is documentation of state systems and preliminary to-be requirements.
  • Document as-is and to-be IES system requirements and design using the IES prescribed business analysis methodology, processes, toolkit, and tools including but not limited to context diagrams, process flows, use cases, requirements traceability matrix, user interface specifications, and mockups.
  • Meet and facilitate workshop sessions with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to elicit requirements.
  • Produce work products that reflect and ensure system planning, design, and delivery are in line with business needs.
  • Conduct work product peer reviews and assist in the internal review process.
  • Understand and adhere to project timelines and priorities.
  • Work with blended teams of State and vendor resources.

Mandatory Qualifications 3. Has acted in a BA leadership role (evaluating the work of other Client to ensure project standards are met) and has a minimum of one (1) project experience in a LEAD business analyst role for a project aimed at integrating disparate benefits systems, working within the areas of Eligibility, Enrollment, Case Management, or Financial Management.   • Level III: More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst.
  • More than seven (7) years of client-focused business and requirements analysis experience and documentation for HHS systems including:
  • Conducting and leading requirements gathering sessions.
  • Analyzing requirements gathered.
  • Identifying, documenting, and validating system requirements for continuous integration and deployment.
  • Preparing proposals for best fit technology based on requirements elicited.

Desirable Qualifications

  • More than seven (7) years of experience analyzing, transforming, and documenting system functionality, system logic, and business rules for HHS systems. Justification must specifically address how candidate's experiences meet this qualification. General listing of projects and descriptions will not be evaluated favorably.
  • More than seven (7) years of experience conducting business process analysis and optimization in a technology environment, while documenting the As-Is and proposing the To-Be states for HHS systems. Justification must specifically address how candidate's experiences meet this qualification. General listing of projects and descriptions will not be evaluated favorably.
  • More than seven (7) years of creating requirements documentation such as: use cases, screen prototypes, specifications, and adhering to established templates and requirements management, including at least one (1) year of using Blueprint for requirements documentation for HHS systems. Justification must specifically address how candidate's experiences meet this qualification. General listing of projects and descriptions will not be evaluated favorably.
  • More than seven (7) years of subject matter experience within a Human Services domain, with specific focus on programs and services provided by OTDA, OCFS, or DOH
